What the record shows
The licensing By-law 2024-61, enforced since 25 March 2025, requires every short-term accommodation and bed and breakfast in the town to hold a Town licence: $550 for one year, $650 for two, and $150 to renew. It defines a short-term accommodation as all or part of a dwelling unit or an accessory structure offered to the travelling public for at most 28 consecutive days, and an application needs proof of ownership, $2 million of insurance and, where it applies, the Niagara Escarpment Commission's approval. The zoning amendment passed with it, By-law 2024-60, sets principal residency rules, a limit on guest rooms and a limit of one short-term accommodation per property.
Under By-law 2023-68 a 4% Municipal Accommodation Tax has applied to short-term accommodations since 1 July 2024. The by-laws are the public rule. Whether a particular home holds a licence is a separate question.
