What the record shows
None of the Province's Protected Countryside or Urban River Valley sheets names Niagara Falls. The Niagara Escarpment Plan does reach the city: the City's Official Plan says the Plan Area within the city is shown on its Schedule A, that its outer boundary changes only by an amendment to the Plan, and that where the Official Plan and the Escarpment Plan conflict the Escarpment Plan prevails unless the City's policy is more restrictive. The plan's office consolidation of March 11, 2026 lists amendments for properties in the City of Niagara Falls, and the Greenbelt Plan's Schedule 1 counts the Niagara Escarpment Plan Area as part of the Greenbelt Area.
The Official Plan says municipal zoning regulations do not apply to lands under the jurisdiction of the Escarpment Plan, and that a development permit from the Niagara Escarpment Commission is needed instead for development that is not exempt; the Commission's interactive map shows whether a property is in its Area of Development Control. A result from the provincial layers says whether an address falls inside a mapped area and which designation; it is a planning boundary, not a statement about what a particular lot may be used for.

What OfferDue covers in Niagara Falls
The Greenbelt, Moraine and Escarpment check runs for any Ontario address, in the free check and in the full report, from the Province's layers, and names the designation where one applies. It reads the mapped boundaries; it is not a reading of the City's Official Plan or zoning for a lot.
