The rule in Orillia
Orillia Municipal Code Chapter 370: a City permit, with an arborist report, is needed to injure or remove a tree over 5 cm in diameter at breast height on a property larger than 0.5 hectare; lots of 0.5 hectare or less are exempt, as are dead or hazardous trees certified by an arborist and ash trees infected with emerald ash borer.

What the record shows
The City's trees page says a permit is required to destroy or injure any tree with a diameter at breast height greater than 5 centimetres on properties greater than 0.5 hectare (1.23 acres), and that an arborist report is required with the application; the fees are in the City's user fees. Chapter 370 exempts trees on any lot of 0.5 hectare or less, along with maintenance pruning, ash trees infected with emerald ash borer, emergency work, and a dead, terminally diseased or imminently hazardous tree certified in writing by an arborist.
The chapter also does not apply to trees removed as a condition of a site plan, subdivision or consent approval, among other exemptions set by statute. A rule summary says what the by-law covers; it doesn't say who owns a given tree, how large a lot is or how wide a trunk measures.
