What the record shows

The City's page says Council approved a city-wide zoning amendment on 2 November 2021 permitting short-term rentals, defined as a dwelling unit rented for 28 consecutive days or less, and passed a licensing by-law and administrative penalty system with it. Zoning permits them as a secondary use in residential, agricultural and institutional zones where homes are allowed, and as the principal use of dwellings in some commercial zones, with no more than three guest bedrooms, no outside advertising and 0.5 additional parking spaces per guest room. An accessory dwelling unit may be used as one only if the operator lives on the premises.

Licences expire on 31 December each year, only the property owner may apply, and the licence number appears in every advertisement. The by-laws are the public rule. Whether a particular home holds a licence is a separate question.
