What the record shows
The City's page defines a short-term accommodation as the use of all or part of a legally established dwelling unit for lodging of less than 28 consecutive nights, and says a licence is needed in all cases, even for renting a room occasionally or listing a basement apartment. A rental is owner-occupied where the owner lives there full time as their principal residence, and whole-home otherwise; a licence runs one year and costs $1,000 for a whole home or $500 owner-occupied, with renewals of $500 and $250. A property within 100 metres of another registered short-term accommodation is not eligible to apply, and at most four guests are permitted at one time, with an exception for an entire single-detached dwelling rented under one booking.
The Municipal Accommodation Tax is four per cent on stays of less than 30 days, short-term rentals and online bookings included, with exemptions listed under By-law 2019-126. The by-laws are the public rule. Whether a particular home holds a licence is a separate question.
