What the record shows

The City's business licensing page says all short-term rental accommodations must be registered with the City, and defines one as a dwelling unit, or part of one, offered to the travelling public for at most 28 consecutive days per stay, not counting a bed and breakfast, lodging house or group home; the fee is $50 a year. Schedule A-15 asks for the owner's details, the maximum number of guests, an operator questionnaire and a statement covering insurance and good-neighbour responsibilities. Section 3.28 of the zoning by-law permits a short-term rental in zones that permit homes, operated by the people whose principal residence it is, not on the same lot as a bed and breakfast, and with one more parking space per bedroom where a unit has four or more bedrooms.

Since 1 March 2024, under By-law 213-2023, a 4% Municipal Accommodation Tax applies to hotels, motels and bed and breakfasts, including rooms sold online, for stays of 29 nights or less. The by-laws are the public rule. Whether a particular home is registered is a separate question.
