What the record shows
The Zoning By-law defines short term rental accommodation as a dwelling unit or structure, or any part of one, offering temporary residence for any period less than 30 consecutive calendar days, and not a hotel or motel, a bed and breakfast establishment, a tourist cabin or cottage or a similar commercial use. Its table of permitted uses in the Mixed Use zones lists it in each of the seven zones, MU1 to MU7, subject to site plan approval, with one parking space per bedroom; the tables for the residential zones and the Rural zone don't list it, though they list bed and breakfast establishments in some zones.
The Town's by-laws page says business licences are required for refreshment vehicles, salvage yards and taxi operations, and it lists no licence for short-term rentals. The zoning rule is the public record; how a particular home is used is a separate question, and a lot's zone is on the Town's interactive zoning map.
