What the record shows
The City's guide says a maximum of four dwelling units can be created on a lot under By-law 2010-100Z, on fully serviced parcels only; on lands not fully serviced by municipal water and sewer, up to three units are permitted. In Rural and Agricultural zones up to two additional units are permitted, one in or attached to the main building and the other within 30 metres of it. The guide lists parking, height, lot coverage and yard rules for units in accessory buildings, and says additional units are not permitted in a dwelling in an Environmental Protection zone, on a lot with a garden suite, or in the Rural Shoreline zone.
Every additional unit must be registered under By-law 2017-14, and a unit created after 12 July 2016 needs a building permit and an occupancy inspection. For an older unit the guide names two routes, legal non-conforming status granted by the Chief Building Official or a building permit to legalise it, so a permission in the zone does not make an existing basement apartment lawful. The City's as-of-right page says the same amendments allow up to four units per lot in many urban areas.
