What the record shows
The Town's page says Council amended Zoning By-law 14-45 and the Official Plan on 11 August 2025 for additional residential units. Section 4.19 permits them with a single-detached, semi-detached or street townhouse dwelling: in the specified residential and downtown zones, outside the Hamlet zones and the Niagara Escarpment Plan Area, where the house is connected to municipal water and wastewater, up to two, either both within or attached to the house or one there and one in an accessory building. In the Hamlet Residential zone and the specified rural and agricultural zones the limit is one. Each unit needs one parking space, and a lot with an additional unit can't also have a bed and breakfast, a farm vacation or a garden suite.
In the Niagara Escarpment Plan Area the plan's own policies apply. A general permission does not make an existing basement apartment lawful; the building permit and inspections are the records that do.
