What the record shows

By-law 24-051, passed on 10 April 2024, updated the Low Density Residential (R1) and Small Lot (R1a) zones and created the Large Lot (R2) zone across the urban area. Each of the three lists single detached, semi-detached, street townhouse, duplex, triplex and fourplex dwellings among its permitted uses, with the fourplex under its own regulations, including a minimum lot size and width. The City's zoning page says the residential zones of the former communities are still regulated by each former municipality's by-law, so a lot's zone decides which rules apply.

The City's interactive zoning mapping shows the zone for any lot and which by-law governs it. A permitted use in the zone does not make an existing basement apartment lawful, and every new unit still needs a building permit; the City's additional dwelling unit team handles those questions.
