What the record shows

The City's May 2025 guide says that in the urban areas of Bobcaygeon, Fenelon Falls, Lindsay and Omemee, in zones that permit single detached, semi-detached or townhouse dwellings with full municipal services, up to three additional units are permitted on a lot; in the rural area outside the Oak Ridges Moraine, up to two, on a lot of at least 0.4 hectares; and on the moraine, one, inside a single detached house. Units are not permitted in seasonal dwellings, and the City's page lists the EP, HL, OS, ORMCA, ORMLA and ORMEP zones, floodplain areas, water setbacks and other hazardous lands as places where a unit may not be located. The City's web page states the limit outside the moraine as up to two additional units, so the zoning by-law for the lot is the text to read.

The page says every unit must be registered under By-law 2020-162, with a one-time fee and an inspection, that units registered under the former Town of Lindsay By-law 97-169 or By-law 2014-305 count as registered, and that unregistered units are considered illegal. The City publishes its register of units on the same page. A permission in the zone does not make an existing basement apartment lawful; the registration and permit records are where that is answered.

What OfferDue covers in Kawartha Lakes

Extra units allowed is in the free check as a summary of the City's rule, from our hand-kept table of city rules, and the full report reads the lot's zone where the City's zoning map is open data we can use; where it isn't, the report's line says where the City publishes it. Neither is confirmation that a particular unit holds a permit or may be occupied.
