What the record shows
Section 5.29 permits attached additional residential units in a detached, semi-detached, linked or townhouse dwelling, and detached units in an accessory building on the same lot as one of them: at most two attached units, or one attached and one detached, for three dwelling units in all. Each unit may have at most two bedrooms and needs one parking space beyond the home's own, at least 2.6 metres wide, and a 1.2-metre unobstructed path from the street or lane to its entrance. A detached unit is limited to 4.3 metres in height, or 6.1 metres above a private garage, and never taller than the main dwelling, with lot coverage of 45% and at least 4 metres from the main dwelling.
The Town's guide says every additional unit must be connected to municipal water and sewer through the main dwelling and needs a building permit, and that Town staff can verify whether an existing unit was established in compliance with by-law and code requirements. A general permission does not make an existing basement apartment lawful; the building permit and inspections are the records that do.
