What the record shows

By-laws 8141-24, 8142-24 and 8143-24 amended the Town's three zoning by-laws. In Zoning By-law 1784, section 4(dd) now permits up to three additional dwelling units on residential urban land that permits a single detached, semi-detached, link or street townhouse dwelling: two inside the main home and one in an accessory structure, or three inside the main home. Outside the Official Plan's urban area boundary, on Oak Ridges Moraine agricultural or rural settlement lands and in the Greenbelt's Protected Countryside, the limit is one. No unit is permitted in hazard lands as determined by the conservation authority; each unit needs one parking space beyond those for the main home, and a unit in an accessory structure is limited to 75 m² and, in residential zones, 4.5 metres in height.

Under By-law 8156-25, every owner of a property with an additional dwelling unit must register it with the Town. The Town's page lists fees of $268.00 to register a unit, $534.00 for a unit found through a complaint and $107.00 to transfer a registration, and names a building permit, an electrical Certificate of Acceptance and an exterior inspection by Enforcement Services among the steps. A general permission does not make an existing basement apartment lawful; registration, the building permit and inspections are the records that do.
