What the record shows
The Province's Greenbelt map series names the Town of Whitby on three Protected Countryside sheets, shared with Ajax, Pickering, Oshawa, Scugog and Clarington, and on Urban River Valley sheets for Oshawa Creek and Lynde Creek, where the Province notes the Greenbelt Plan's policies apply only to publicly owned land. In 2017 land southwest of Winchester Road West and Ashburn Road (5200 Ashburn Road, part of 5640 Ashburn Road and part of 555 Winchester Road West) was removed from the Protected Countryside.
The Oak Ridges Moraine Conservation Plan's sectional Map 6 covers Scugog, Whitby and Oshawa, and the moraine's boundary sheets 8, 9 and 10 list Whitby; the Town governs land use there through a separate Oak Ridges Moraine Zoning By-law, 5581-05. The Town's zoning ties its unit limits to these maps: on a lot in the Protected Countryside, at most one additional dwelling unit is permitted, in a dwelling or accessory structure that existed on July 1, 2017. A result from the provincial layers says whether an address falls inside a mapped area and which designation; it is a planning boundary, not a statement about what a particular lot may be used for.

What OfferDue covers in Whitby
The Greenbelt, Moraine and Escarpment check runs for any Ontario address, in the free check and in the full report, from the Province's layers, and names the designation where one applies. It reads the mapped boundaries; it is not a reading of the Town's Official Plan or zoning for a lot.
