What the record shows

Section 3.28, as consolidated in July 2026, says a single detached house on both municipal sewage and water services may have, beside the principal unit, up to three integrated units, or two integrated units and one ancillary unit, or one integrated unit and two ancillary units in a single building; three additional units are only permitted on lots with at least 15 metres of frontage and 555 square metres of area. A semi-detached house or townhouse on full services may have two integrated units, one integrated and one ancillary unit, or two ancillary units in a single building. Each unit needs one parking space beyond the main home's, which may be in tandem, and a path at least 1.2 metres wide from its entrance to a street.

On an unserviced or partially serviced lot within the settlement areas of Vandorf, Gormley, Bloomington, Musselman's Lake and Ballantrae, the by-law allows one unit in total; in the Oak Ridges Moraine Countryside zone, one integrated unit in a single detached house; and none on land zoned Flood Hazard or Environmental. The Town's additional residential units page says the full municipal servicing these permissions need is, at present, the Stouffville Secondary Plan Area. A general permission does not make an existing basement apartment lawful; the building permit and inspections are the records that do.
