What the record shows
The Town's page says regulated trees are those 20 centimetres or more in diameter at 1.4 metres above the ground, and that removing one needs a Private Tree Removal Permit. A dead or dying tree also needs a permit, but no arborist report, fee or replacement. For other trees the fees are an administration fee of $100 for one tree, $300 for two to four, $1,000 for five to ten and $5,000 for eleven or more, plus a $116.50 review fee for each tree, with replanting or cash in lieu of $300 a tree for removals not tied to construction.
The by-law also says a heritage tree designated under the Ontario Heritage Act needs approval under that Act as well as the permit. A permit runs for one year and can pass to a buyer within that year. A rule summary says what the by-law covers; it doesn't say who owns a given tree or how wide its trunk is.
