What the record shows

By-law 2025-37, passed on 8 April 2025, amends section 3.20.2.1 of the zoning by-law: an additional residential dwelling unit may be in a single-detached, semi-detached or townhouse dwelling or an accessory building to it, with at most three additional units per property in the urban settlement area connected to municipal services, and one per property in the rural area. The City's page puts it as up to three in the main dwelling, or two in it and one in an accessory building, four units in all, and says detached units in the urban area can now be as large as the main home after provincial changes to Ontario Regulation 299/19. Additional units are not permitted in the Parkland, Open Space, Rural Residential Lakefront, Floodway or Floodplain and Erosion zones, or on unserviced lots in the Trout Lake Influence Area.

The by-law says a unit that was illegal when it passed must meet all the criteria and receive a change of use permit under the Building Code to be a legal additional unit, and the City's questions-and-answers sheet says every unit must be registered with the City, with no fee for the registration. A permission in the zone does not make an existing basement apartment lawful; the change of use permit and the registration are the records that do.

Extra units allowed is in the free check as a summary of the City's rule, from our hand-kept table of city rules, and the full report reads the lot's zone where the City's zoning map is open data we can use; where it isn't, the report's line says where the City publishes it. Neither is confirmation that a particular unit holds a permit or may be occupied.
