What the record shows
By-law 2022-77 licenses three classes of short-term rental, each for stays of at most 28 days: Class A, part of the owner's principal home, up to 365 days a year; Class B, the whole of the owner's principal home, up to 180 days a year, both in the residential, rural and commercial zones the by-law lists and one per owner; and Class C, a home that is not the owner's principal residence, only in the C1 and C7 zones. The by-law limits occupancy to two people per guest room and eight in all, children under 10 not counted, with at most four guest rooms, and parking on the site under the zoning rules. The City's page lists a $600 initial fee and a $275 annual renewal, and every licence needs a dedicated responsible person.
The Municipal Accommodation Tax, under By-law 2018-84, has applied since 1 February 2019: 4% on stays of less than 30 days, and the City's questions page says it charges the tax on platform bookings such as Airbnb. The by-laws are the public rule. Whether a particular home holds a licence is a separate question.
