What the record shows
The by-law defines a short-term rental accommodation as the commercial use of a dwelling unit, or part of one, for sleeping accommodation for any period of less than 28 consecutive days, not counting a bed and breakfast or a hotel. Section 5.15 permits one only within a dwelling unit on a lot shown on Schedule D, "Short Term Rental Accommodation Provisions", and within the uses the Residential and Mixed-Use zones permit; a maximum of one is permitted on a lot, with one parking space for it.
A short-term rental that existed on the day the by-law passed may continue, provided it has been used for that purpose continually. A bed and breakfast is a separate use: section 5.3 allows one only in a detached dwelling, with at most three guest rooms. The by-law is the public rule; how a given home has been used is a separate question.
