What the record shows

The Mattagami Region Conservation Authority's watershed includes the City of Timmins, and the City and the Province share its funding. Its Regulated Areas page links an interactive map of its regulated areas, floodplains and wetlands, searchable by address: shaded blue areas are regulated and red lines are mapped floodlines. The authority says map lines are approximate, some regulated areas are not mapped and its regulations still apply, the map shows riverine floodplains only, not urban flooding from drainage limits, and it has recently updated its floodplain mapping for the City, some of it over 40 years old. In its jurisdiction the regulated flood is the 1:100 year flood or the Regional Storm, the 1961 Timmins storm of about 193 mm of rain in 12 hours. Its property inquiry service gives buyers a letter on the natural features, setbacks and reports that apply, for a fee.

The authority says its permit does not replace building permits or any other permits from municipal offices and other agencies, and it also administers the City's Site Alteration By-law 2019-8343 for grading, fill and shoreline vegetation, a permit a building permit does not exempt. A regulated-area result governs permits; it is not a forecast that a home will flood, and a home outside the mapped area can still take water through a basement. Under the Conservation Authorities Act as amended in 2026, the Mattagami Region authority is to join the Northeastern Ontario Regional Conservation Authority on 1 February 2027 or a later date set by regulation.
