What the record shows

The City's page says owners and operators of short-term rentals, buildings, rooms or structures used as a temporary residence for less than 30 consecutive days, other than motels, hotels and bed and breakfasts, must license them as a business under By-law 2025-9085, and that a licence runs for one year from 1 January. The by-law makes a property ineligible where the zoning by-law doesn't permit the use, and requires proof of rental insurance of at least $2,000,000, floor and site plans, a renter's code of conduct, a statement from the Chief Fire Prevention Officer giving the sleeping occupant load, a sign-off from the health unit for a home on a septic system, consent from the condominium corporation where one applies, parking under the zone's rules and a responsible person able to attend within an hour; every listing must show the licence number. Schedule A to the by-law lists a $1,500 registration fee and a $1,000 renewal.

The Municipal Accommodation Tax applies to hotels, motels, bed and breakfasts and short-term rentals for stays of 30 days or less; By-law 2026-9328, passed on 14 April 2026, raised it to six per cent, and By-law 2025-9230 has required short-term rental operators to collect it since 1 May 2025. The by-laws are the public rule. Whether a particular home holds a licence is a separate question.
