What the record shows

The Province's Greenbelt maps page lists every sheet of the boundary regulation by municipality: the Protected Countryside of 2005, the additions and removals of 2017 and 2022, and the Urban River Valley areas of 2017 and 2022. None of the sheets names the City of Waterloo. The Oak Ridges Moraine sheets name municipalities from Caledon and Mono east to Northumberland County, and the Niagara Escarpment Plan's map sheets cover Niagara Region, Hamilton, Halton Region, Peel, Dufferin, Simcoe, Grey and Bruce.

So none of the three provincial plans' boundary sheets names the city. The Province says its boundary maps are to be read with section 2 of the Greenbelt Act, 2005, and its interactive map shows the boundary as amended on December 6, 2023; for a lot at the edge of the city, that map is the place to check the line. A result from these layers is a planning boundary, not a statement about what a lot may be used for.

What OfferDue covers in Waterloo

The Greenbelt, Moraine and Escarpment check runs for any Ontario address, in the free check and in the full report, from the Province's layers, and names the designation where one applies. For a Waterloo address it reads the same mapped boundaries, so the result says which of the three plan areas, if any, the address falls inside.
