What the record shows

The City says a short-term rental licence is needed to rent a home for 30 days or less at a time, including through Airbnb, VRBO or any other booking service, and that a short-term rental can't operate if the owner doesn't live in the unit. Short-term rentals need a Class B licence (single-detached, semi-detached, duplex, triplex and townhouse units, including secondary and basement units, with 5 or fewer bedrooms) or a Class S licence (short-term rental units in apartment buildings), with at most 5 bedrooms, stays of up to 30 days and 275 rental days a year.

New licensing requirements took effect on July 1, 2026. An application includes proof of ownership, an insurance declaration and inspections of the electrical system and any gas or oil heating appliances by licensed trades. Fees depend on the class and the number of bedrooms: a new Class B licence costs from $460.00 for one bedroom to $600.00 for five. A website or app that lists short-term rentals needs a business licence of its own. The bylaw is the public rule; whether a particular home holds a licence is a separate question.
