What the record shows

The City's page gives the 2026 residential rate as 1.432260%: 0.437426% for the City of Waterloo, 0.841834% for the Region of Waterloo and 0.153000% for education. Its example puts a home valued at $405,000 at $5,800.65, of which the City receives 30%, the Region 59% and the school board 11%.

The page says property taxes are the property's value multiplied by the rate, that the Municipal Property Assessment Corporation (MPAC) sets property values, and that the City, the Region and the school boards set their rates each year; the City collects the whole bill but sets only its own part. An asking price is not an assessed value.
