The rule in Barrie
Barrie by-law 2014-115: a permit is needed to injure or remove trees in a forested area of half an acre or more, and the City says no permit is issued where it would injure or destroy endangered species or heritage trees; it states a typical residential lot doesn't need a permit unless it's part of a development application.

What the record shows
The City's page says By-law 2014-115 applies to all trees in woodlots, a forested area of half an acre in size or larger, and that no one may injure or destroy a tree in one without a permit under the by-law. A permit would not be issued where it would injure or destroy endangered species or Heritage Trees. The page says the typical residential lot does not need a tree removal permit to remove a tree from private property, unless the removal is part of a development application such as a subdivision, and that tree removal in the Allandale Major Transit Station Area is regulated separately under a Community Planning Permit System.
A rule summary says what the by-law covers; it doesn't say whether a given lot is part of a woodlot or who owns a tree near a lot line. Tree work in a conservation authority's regulated area has its own permit.
