What the record shows
Section 6.4 of the Town's zoning by-law permits an additional residential unit only on the same lot as a detached, linked, semi-detached or townhouse dwelling. Its Table 6.3 allows up to three additional units in the R1, R2, RT, RM and RMD zones, with one parking space for each, and also lists three for the estate, rural, agricultural and EPA2 zones, where the Oak Ridges Moraine, Greenbelt or Niagara Escarpment plans, the 2024 Provincial Planning Statement or the Bolton Special Policy Area can set a lower number. Units must also meet the Minimum Distance Separation formulae from farm buildings, and a unit in a conservation authority's regulated area must meet the by-law's conservation authority provisions.
The Town's housing page says the zoning now allows four units as of right town-wide, and that every additional unit in Caledon, rented or not, new or existing, is to be registered with the Town, with details still to come. It says a unit may be occupied or rented once final occupancy has been issued and the unit is licensed. A general permission does not make an existing basement apartment lawful; the building permit, inspections and registration are the records that do.
