What the record shows
Lower Trent Conservation's watershed region takes in the lowest section of the Trent River, which reaches the Bay of Quinte at Trenton, and smaller watercourses flowing into the Bay and Lake Ontario from Grafton to Quinte West; Quinte West appoints two of its ten board members. Its Map Viewer screens whether a property is affected by Ontario Regulation 41/24, and the authority says not all regulated features are mapped, steep slopes for one, so the viewer is a first step; its Property Inquiry Service gives owners, buyers and their agents written comments on whether a property is likely to be affected. Quinte Conservation's watershed also reaches into the city: the City of Quinte West is among the 18 municipalities that appoint its Executive Board, and its Property Regulation Map shows whether a property is within its regulated area.
Lower Trent says it is the applicant's responsibility to obtain every other approval, the City's included, and Quinte Conservation says its permit does not override any other permit requirement, federal, provincial or municipal. The City's zoning also bars additional residential units from a floodplain. A regulated-area result governs permits; it is not a forecast that a home will flood, and a home outside the mapped area can still take water through a basement. Under the Conservation Authorities Act as amended in 2026, Lower Trent Conservation and Quinte Conservation are to join the Eastern Lake Ontario Regional Conservation Authority on 1 February 2027 or a later date set by regulation.
