What the record shows

Section 3.4 of the Zoning By-law says additional dwelling units are permitted in all areas where a single-detached, semi-detached, townhouse or linked dwelling is permitted: at most two on a lot, either one inside the main dwelling and one in a separate accessory building, or two inside the main dwelling. Each needs no more than one parking space of its own, which may be tandem, and where the by-law limits lot coverage on a parcel of urban residential land the limit rises to 45 percent. The by-law defines an additional dwelling unit as a self-contained unit with its own kitchen, washroom and separate entrance, including an additional residential unit under the Planning Act.

The by-law also says a dwelling unit below grade may need a permit from the conservation authority where it is in the authority's screening area on Appendix 1, and that additional dwelling units may not be used to accommodate short term vacation rental guests. The City's planning page says second and third units on lots with single, semi-detached or row houses are exempt from development charges. A general permission does not make an existing basement apartment lawful; the building permit and inspections are the records that do.

Extra units allowed is in the free check as a summary of the City's rule, from our hand-kept table of city rules, and the full report reads the lot's zone where the City's zoning map is open data we can use; where it isn't, the report's line says where the City publishes it. Neither is confirmation that a particular unit holds a permit or may be occupied.
