What the record shows
The Zoning By-law defines short term vacation rentals as the use of a dwelling unit, or part of one, for temporary accommodation, including bed and breakfasts, rentals of part of an owner's principal residence and rentals of a whole dwelling that is not a principal residence. Its table of residential uses lists them in the R1 to R4A zones, and they also appear in some commercial and mixed-use zones. Section 3.49 allows at most three guest rooms and bars guests from accessory buildings and additional dwelling units, and the parking table asks for one space per guest room on top of the home's own, which may be tandem.
The City's licences page lists no short-term rental licence. The Municipal Accommodation Tax, under By-law 047-2026, which replaced the 2018 by-law, is six per cent of the price of accommodation for less than 30 days in a hotel, motel, inn, resort, hostel, dwelling unit or other place, except an owner-occupied traditional bed and breakfast. The by-laws are the public rule; how a particular home is used is a separate question.
