The rule in Brockville
Brockville by-law 055-2021: the City's by-law covers trees on City property, which need the Parks Supervisor's permission to prune or remove, and sets no permit for removing a tree on a private lot; owners must prune trees overhanging streets (4.5 m clear above the road, 3.0 m above the sidewalk) and remove dead or dangerous trees that threaten public safety, and the City can order a hazardous dead or diseased private tree removed within 90 days.

What the record shows
The by-law needs the Parks Supervisor's written permission to plant, prune, remove or otherwise disturb any tree on City property, such as street trees on the boulevard and park trees, or to prune or remove a tree that may be expected to fall on City property; no one may excavate or build near a tree on a street or other public property without the Supervisor's approval. It sets no permit for removing a tree that stands wholly on a private lot.
For trees on private property, the by-law says the owner of a tree that overhangs a street or right-of-way must prune it to keep 4.5 metres clear above the street and 3.0 metres above the sidewalk, and must remove dead, diseased or dangerous trees or limbs that are a menace to public safety. The City may have a dead or diseased tree on private property removed when it is a hazard, giving the owner 90 days' written notice, and may charge the cost to the property's tax account if the owner doesn't act. A rule summary says what the by-law covers; it doesn't say who owns a given tree or where a lot line runs.
