What the record is
Inside a plan area the provincial plan's policies apply on top of the municipality's zoning: they decide what land stays rural or natural, where settlement can grow and, on the Escarpment, which permits come from the Niagara Escarpment Commission instead of the municipality. The boundaries are the record; the plan documents say what applies inside.
The report line says inside or outside for each of the three. Ottawa's National Capital Greenbelt is a different record, kept by the National Capital Commission, and is not read here.
